摘要
从价值正义、程序正义、权力的受托责任、竞争与X—效率、横向专业化和权力的配置模式方面,使用新政治经济学与公共管理理论相结合的范式,来进行相关政府机构设置与改革的原则构建,为转型条件下的政府机构改革和治理,提供基础性分析框架。
This paper offers some guiding principles for setting up and reforming government agencies in such aspects as value justice , procedural justice , entrustment responsibility of power, competition and X - efficiency , horizontal specialization and power allocation model. It combines the new political economy and public administration theory in its paradigm and provides basic framework for reform and governance of government agencies in the transitional period.
