The objective requirements of building a harmonious socialist society and the sustained and stable development and operation of socialist market economy in the primary stage of socialism determine the leading role of state regulation of the economy. The essence of socialism determines that the objective - orientation of state regulation of the economy is to focus on rapidly improving the living standard and quality of the people and to combine and unify the four objectives of improving overall economic performance , promoting appropriate economic growth, readjusting socio - economic structure and maintaining stable socio - economic development. This has to be achieved by establishing a quality service - oriented government that is conducive to scientific development and ＂of an appropriate scale and effective＂. Among the important value - orientation in its scientific regulation of the economy , should be performance , significant social benefits , and real benefits to the whole population.
