从新农村建设的要求出发,分析了我国宅基地使用权流转的制度障碍,探索实现宅基地使用权流转的途径,提出通过推行宅基地有偿使用、明确宅基地使用权的物权性质、建立农村房产登记制度、宅基地流转的价格体系和收益分配体制等措施来实现宅基地使用权的合理流转,以加快新农村建设的步伐。

Starting from the demand of new countryside construction, system obstacles for the circulation of homestead land use right in China were analyzed, And the pathway to realize the circulation of homestead land use right was discussed, Measures to realize the rational circulation of homestead land use right were put forward, including promoting the compensable using system of rural housing land, confirming property right of rural housing land, establishing systems of rural estate register and price for the circulation, which could accelerate the step of new countryside construction.
