区域人力资本动态优化配置及适配性评价体系研究——基于支撑区域产业结构优化升级的视角

Study on Dynamic Optimal Allocation and Suitability Evaluation of Regional Human Capital

区域经济结构调整的核心是区域产业结构的调整。区域人力资本是支撑区域产业结构优化升级的重要因素之一。动态优化配置区域人力资本是支撑产业结构升级的客观要求。支撑产业结构升级的区域人力资本动态优化配置模型包含三个子系统:区域产业结构升级对人力资本需求预测子系统、区域人力资本供给预测子系统和区域人力资本动态调整匹配子系统;文章以区域人力资本支撑产业结构升级适配性目标为导向,分别根据区域产业结构高级化判定维度和区域产业结构合理化的判定维度,构建了一套区域人力资本适配性指标体系。

Regional industrial restructuring is the core of regional economic regional restructuring.Regional humancapital is one of important factors supporting regional industrial structural optimize and upgrade.Dynamic optimalallocation of regional human capital is the objective requirement to support the upgrade of industrial structure.Regional human capital dynamic optimal allocation model contains three subsystems: regional human capitalrequirement prediction subsystem,regional human capital supply subsystem and regional human capital dynamicrestructuring match subsystem.According to the judgment dimensionality of regional industrial structure upgradeand rationalization,this paper establishes a series of index systems to evaluate the regional human capital allocationwith the guidance of allocation target.
