论公安民警的人性化执法

On Humanized Law Enforcement of the Police

坚持人性化执法,是和谐社会执法工作的重要原则,是人性化执法与严格执法两个方面的有机统一。公安民警坚持人性化执法,必须防止两个误区:一是以"人性化"为借口,损害法律尊严;二是以"执法"为借口,侵害公民权利。为此,必须通过完善法律制度、提高民警的执法水平、完善监督机制等途径促进民警人性化执法。

As an important principle of law enforcement in a harmonious society, humanized law enforcement is the organic unity of human-centered law enforcement and strict law enforcement. Two misunderstandings should be avoided by police officers in order to enforce law in a humanized way. Police officers should not take humanization as an excuse to impair the dignity of the law. Neither should they use law enforcement as an excuse to jeopardize the rights of the citizens. To achieve this goal, current laws should be improved, law enforcement should be bettered and supervision system of law enforcement should be advanced.
