Problems and Countermeasures in the Management of Foreign Students——A Survey into the Management of Foreign Students in the Universities of Jinan

留学生管理工作直接影响到国家的国际地位和国际形象以及民族文化的传播,受到政府的高度重视。通过对驻济南高等院校留学生的调研发现:留学生校外住宿易引发社会治安问题;未能及时将持F(访问)签证中短期学习的留学生纳入管理;民族宗教信仰问题形势严峻。对此应加强宣传;完善规章制度,提高涉外民警的工作能力;加强信息共享,形成动态管理的格局。

Management of foreign students is highly stressed by the government since it directly influences the international status and spread of national culture of a country. After the survey into the management of foreign students in the universities of Jinan, the following problems have been discovered. Some of the foreign students are lodging outside the campus of the university which is liable to cause issues of public order. Those who study for a medium or long term with F-visa do not register in the public security bureau and thus are beyond the management of public security organs. Owing to the religious belief of some foreign students, there still exist problems in the relevant management of foreign students. Therefore, a dynamic management of foreign students is needed which is based on the better publicity and standardization of management of foreign students, improvement of related rules and regulations, bettering of the capability of police officers concerned as well as the sharing of information.
