构建高等学校和谐稳定保障体系,是实现高校全面协调可持续发展的可靠保证。如何统筹高等教育事业改革、发展、稳定的关系,在稳定中推进发展,在发展中促进稳定,是新形势下我们必须认真研究的一个重大课题。消除高校的不安定因素,保持校园和谐稳定,需要始终把握和谐稳定这个主题,从理清工作思路、学校改革发展、校园文化建设、完善法规体制、加强校园管理等诸方面着手,发挥各方面的积极作用,把构建高校和谐稳定保障体系这一系统工程不断引向深入。

Sustainable development of universities is largely dependent on the establishment of a guarantee system for harmonious and stable campuses. Under the ever changing conditions, it needs a close attention and careful research on how to coordinate the reform, development and stability of a university in order to promote the development and to build a harmonious campus. The author of this article thinks that the establishment of such a guarantee system is a systemic project, with university＇harmony and stability being a theme, requiring jointly efforts in updating the working ideas, deepening the internal reform, strengthening the construction of campus culture, bettering related regulations, and enforcing the university management.
