农民工大病医疗保险制度中若干问题的分析与建议

Analysis and Suggestions on Migrant Workers' Catastrophic Medical Insurance System

随着《国务院关于解决农民工问题的若干意见》的发布,全国各大中城市结合本地的实际情况,先后制定和进一步完善了农民工的大病医疗保险制度,但是,各地所实施的农民工大病医疗保险制度普遍存在保障对象不够明确、保障期限短、保障水平低、保险关系难以转移和接续等问题。上述问题的解决,不仅需要国家有关部门作出明确的规定,也需要政策制定者提高认识水平,更需要政府提供必要的财力支持。

With the publication of the State Council＇ s Proposals on Solving the Problems Relating to Migrant Workers, many big and medium sized cities have enacted or improved their migrant workers heavy disease medical insurance system, but there are some problems in these systems, such as the protection objective is obscure, the protection period is short, the protection level is relatively low, the medical insurance relation is difficult to continue and transfer. In order to solve these problems, the relevant department should make definite explanation, decision makers should improve their understanding and the government should provide financial support.
