我国资本市场走向国际的必备条件——有效监管体制的建立

Prerequisite for China’s Capital Market Internationalization

目前我国资本市场尚未完全开放,但为了履行加入WTO后的相关义务及能够更健康地发展本国经济和更有效地在国际市场上开展资本活动,我国急需建立防范能力突出的较为完善的资本市场。而这一目标实现的前提就是尽快地建立起有效的监管体制:加强政府间接调控、突出自由市场功能;培养参与者的投资、融资素质,避免交易风险;保障建立较完善的、较灵活的法律法规体系;保障监管的可操作性;促进金融业混业经营的发展将有助于其提高内部监管能力,缓解外部监管成本压力。

China＇s capital market, not yet completely open to the outside world, must be established urgently such that it is of remarkable risk-preventing capacity and relative perfection, to perform the obligations promised upon China＇s entry into the WTO, develop China＇s economy healthily and perform capital activity effectively, for the realization of which the prerequisite is to set up an effective supervising system as soon as possible.
