论我国城市新型巡防机制的建立和完善

当前,我国城市巡防机制建设中主要存在巡防工作领导体系不够健全、巡防保障没有纳入规范渠道、巡防作战单元划分不够科学以及巡防综合效能尚未充分显现等问题。建立和完善城市新型巡防机制建设,总的思路是把城市巡防机制建设纳入平安创建大局,积极争取党委、政府的重视和支持,按照推广巡防勤务方式与建立专职巡防队伍协调发展的总体要求,抓紧建立健全巡防机构设置、管理体系、职能定位、勤务规范、保障机制,推动城市巡防工作步入规范运转轨道,充分发挥巡防机制在社会治安防控体系中的核心支撑作用。其基本路径主要有建立健全巡防工作体系、建立健全巡防保障措施等。

At present, such main problems exist in constructing our country＇s urban patrolling and preventing system as：the leading system of patrolling and preventing work is not perfect;the guarantee of patrolling and preventing has not been brought into standardized channels; the division of combat units of patrolling and preventing is not scientific enough ;and the integrated effectiveness of patrolling and preventing has not been fully achieved. The general thinking of establishing and improving new urban patrolling and preventing system is to bring it into the overall creation - without - mishap situation, to try actively for the attention and support of the Party committee and government, to establish and perfect the organization setting, management system, functional positioning, service standard and guarantee mechanism of patrolling and preventing according to the overall requirements of coordinating extending the service forms of patrolling and preventing and setting up full -time teams of patrolling and preventing, to promote the work of patrolling and preventing to step into the standardized operation track, and to fully give full play of patrolling and preventing system in supporting the preventing and controlling system of social public order. Its basic ways mainly include establishing and perfecting the working system of patrolling and pre venting, as well as the safeguard measures of patrolling and preventing.
