公安机关践行法治精神问题的探讨——解读十七大报告的新视角

An Exploration on Public Security Organs Implementing Rule-by-law Spirit

党的十七大报告提出的法治精神博大精深、内涵丰富。公安机关践行法治精神有利于推进社会主义法治国家建设的进程,有利于社会主义和谐社会的构建,有利于建设一支高素质的公安队伍。当前形势下,公安机关应该公正执法,树立法律至上的精神;公开执法,树立公平正义的精神;严格执法,树立保障权利、限制权力的精神,从而践行法治精神的基本要求。

The rule - by - law spirit put forward in the report of the 17th National Congress of the Communist Party of China is extensive and profound, and its connotation is rich. Public security organs implementing rule - by - law spirit is beneficial for promoting the process of constructing socialist country under the rule of law, constructing socialist harmonious society as well as establishing a police team of high quality. Under present situation, public security organs should enforce law impartially, setting up the spirit of supremacy of law;enforce the law openly ,forming the spirit of justice;enforce the law strictly, establishing the spirit of safeguarding and restricting the rights,thus to implement the basic requirements of rule- by-law spirit.
