邓小平十分重视和研究新时期执政党建设问题,围绕在改革开放和现代化建设条件下建设一个什么样的党、怎样建设党的问题,开创了党的建设的新的伟大工程:思想建设上,强调学习马克思主义理论,坚持实事求是的思想路线;作风建设上,强调执政党的党风是关系党的生死存亡的问题;组织建设上,提出坚持"四化"方针,大胆提拔优秀中青年干部;制度建设上,强调大力推进民主的制度化和法制化。
