Implementing Subsidy of Electricity Price of High-head Pumping Station for Reducing Agriculture Water price and Ensuring Grain Safety

发展灌溉农业是保证21世纪粮食安全的一项重要措施。通过对山西省高扬程泵站水价和其他相邻省份同类灌区水价进行比较分析,得出其水价偏高的主要原因是电价偏高,提出对山西高扬程泵站电价实施补贴,以降低农业生产成本,调动农民种粮的积极性。

Developing irrigated agriculture is an important measure to ensure grain safety in 21th century. By means of analyzing and comparing water price of Shanxi＇s high-head pumping station with other neighboring provinces＂ water price of similar irrigation district, the obtained main cause, that Shanxi＇s water price is higher, is the higher electricity price. Therefore,the subsidy of electricity price of Shanxi＇s high-head pumping station must be implemented so as to reduce agriculture production cost and to bring peasant＇s zeal of planting grain into play.
