Targeting at the difficulties of energy efficient retrofit, some relevant work on basic strategies appears to be very urgent and important, including energy calculation, statistic and analysis, setting up a building energy consumption basic data statistic system, a building energy consumption database, setting up a large public building energy consumption evaluation system, and energy quota management mechanism, perfecting energy efficient building＇ s technical standards, such as technical standards of exterior wall external thermal insulation and building＇ s sun shading, energy-saving doors and windows technical and construction standards and so forth. It promotes the building energy-consuming products＇ energy labeling system, and sets up the housing energy consumption system which meets the market＇ s demand.
