经济体贯彻落实科学发展观指标体系框架探讨

Discussion on Building Framework of Indices Assessment System for Economic Entities to Implement Scientific Outlook of Development

该文在研究国外可持续发展指标体系及国内科学发展观理论和实践的基础上,根据科学发展观的核心思想,提出构建经济体(县、地区或省)贯彻落实科学发展观指标体系框架。该框架根据矩阵交集的思路,在协调发展和可持续发展的维度上对经济体全面发展(经济发展、环境保护、能源利用、人的发展和社会进步)进行考察,提出了10个概念性的二级评价指标。

This paper elucidates the construction of framework of indices assessment system for economic enuties at any level （county, region or province） to implement scientific outlook of development, based on both gauge systems for sustainable development overseas and the theory and practice of scientific outlook of development domestic. Under this framework, with the method of matrix intersection, the full - scale development （ economic development, environmental protection, energy exploration, and human - social development） of economic entities can be inspected and evaluated; and 10 relevant second- tier conception assessment indices are also introduced.
