物流信息平台的区分及规划运营模式研究

Research into Models of Programming and Constructing of Logistics Information Platforms

物流信息平台的构建是物流信息化发展的基础,"公用"、"共用"物流信息平台概念上的混合、交叉使用和隶属、权责关系不明晰,严重阻碍了物流信息平台的规划建设进程。鉴于理论上对二者的全面区分和明确定位尚不多见,该论文从权属特征、服务范畴、标准化程度、资源整合等方面区分了"公用"和"共用"物流信息平台的不同点,并阐明了它们之间相互转化的内在关系;在此基础上,研究和分析物流信息平台规划运营特点,论述了物流信息平台的投资运营以及构建问题,进一步提出三种物流信息平台的运营模式;运用实例,着重介绍了"协同模式"中适用于资金实力比较雄厚或来源渠道畅通区域的"自上而下"模式和企业共用物流信息平台的发展已初具规模,需要规范、整合区域的"自下而上"模式的具体规划运营方法。所提模式比较适合中国目前物流业的发展状况,对于促进物流信息平台有效构建,推动物流信息平台的现代化建设具有重要意义。

Constructing Logistics Information Platforms is the foundation of developing logistics industry. Logistics Information Platforms are either used by the public, or only shared by selected and specific people. The two types of Logistics Information Platforms, however, are confusable and the progress is sometimes delayed. Few scholars pay particular attention to distinguishing them. This article illustrates their variations and inhesion relation from different aspects. Based on what has been discussed, three models of investment and administration for Logistics Information Platforms are presented after studying the management characteristics and analyzing the constructing problems of the Logistics Information Platforms. Two cases are emphatically taken as examples to demonstrate the ＂coordination model＂. This is one of the three models and includes two styles and ＂from top to bottom＂ is suitable for regions which are supported by abundant financing, while ＂from bottom to top＂ is feasible to areas, in which some information platforms of logistics enterprise have been basically developed. It is advantageous and significant to put forward management models for logistics information platform and it will promote development of information-based logistics.
