摘要
2007年11月20日，东盟10国领导人在新加坡举行的第十三届首脑会议上签署了对东盟而言具有划时代意义的《东盟宪章》。宪章就东盟的战略目标、原则、地位以及构架等作了明确规定，这是东盟成立40年来第一份对各成员国具有普遍法律约束力的文件。这一文件的签署是东盟在机制化和法制化建设上的重要举措，是建立东盟共同体的重要法律保障，是东盟一体化进程中的一个重要里程碑。
13th ASEAN summit known as the ＂biggest Aspect＂ of ＂the ASEAN Charter＂ is the first ASEAN summit by member countries on a legally binding document. It has unusual significance to ASEAN＇s development. It is the need of the ASEAN integration process and the future development direction of ASEAN＇s ＂beacon＂ and the development and expansion of protection. ＂ASEAN Charter,＂ it is to maintain a good development in ASEAN on the basis of overcoming various problems, to meet the challenges to prepare for the future development of ASEAN ＂foundation.＂
