奏议是古人留下的一笔宝贵遗产,它兼具史料价值和文学价值,亦可为当今公文写作和新闻报道提供借鉴。因此,探索奏议的演变过程与规律既有学术价值,又有很大现实意义。从总体上看,奏议在几千年的演变中大体遵循着如下规律:由简单趋于复杂,由公开转向秘密,实用性增强,文学性减少。

Memorials to the throne were valuable heritage of ancient people. It has both of historical material and literary value. Therefore, to probe into the evolution of these memorials have both academic value and operation significance. Generally speaking, during the past thousands of years, memorials kept to the following laws： from simplicity to complexity; from publicity to secrecy; practicability strengthened and literariness weakened.
