构建城市艾滋病预防和控制的联动机制——以公安机关为视角

Establishing A linkage Mechanism of City AIDS Prevention and Control——from the View of the Public Security Organ

随着艾滋病疫情在全国范围内的扩散,对艾滋病的预防和控制工作成为社会关注的焦点问题。公安工作和艾滋病预防控制工作有着天然的联系,法律和职能的要求使得公安机关必须要积极参与到艾滋病的预防和控制工作中去。但是仅仅依靠公安机关或卫生部门的力量是有限的,必须整合社会力量,发挥合力形成联动机制,以保证实现艾滋病管理的实效。从艾滋病预防和控制工作的现状看,公安机关在艾滋病管理中存在一些问题,需探索一条有效的管理途径,构建一套公安机关预防和控制艾滋病的管理机制。

With the expanding of AIDS in China,the prevention and control work for AIDS has become the social attention focus.The public security organ has connection with the AIDS prevention and control work under the requirement of the law and its own funetion.However only the force of public security organ and health department is not enough at all,the social force should be united so as to formulate a linkage mechanism to ensure realization of AIDS management.Currently there exist some problems in the AIDS management of public security organ an effective managing method still needs to be explored in order to establish a management mechanism.
