浅谈高校科研项目延期问题的管理

On the management of scientific research items delayed in colleges and universities

科研项目延期是近年来高校科研管理中的突出难题。项目延期会影响学校的声誉,会降低项目的资助率和签约率,是违反合同的表现并可能影响项目的研究质量。分析其原因有重申报、重挂名、轻研究、合同意识淡薄及科研自身的某些不可控因素,也有管理不到位,制度不健全等因素。为改善科研项目的延期情况,应坚持"公开、公正、公平"的申报立项原则,实行二级管理,规范科研行为,实施奖优罚劣,并落实考核制度等对策。

In recent years,delayed finish of scientific research items is a prominent problem of the scientific research management in colleges and universities. The items delayed will affect the reputation of the university,decrease the aid rate and sign on rate of the items, which is a behaviour of breaking contracts and maybe affect the research quality. Some factors are analysed, such as paying much more attention to applying for an item or a titular, looking down on study and contract consciouness, some uncontrollable factors of scientific research itself, unsuited management and institution etc. To improve condition of the scientific research projects delayed, this paper puts forward some countermeasures; keeping up ＂just, insisting on principle of fair and public＂, performing second management, standardizing scientific research action, rewarding the excellent, punishing the bad and practising check institution.
