垄断行业:民营企业的引入与社会福利的增进——基于中国石油行业的产业组织分析

Monopoly Industry: Introduction of Privately-Run Enterprises and Enhancement of Social Welfare

中国石油行业经历1998年的重组后已经形成了当前的中石油、中石化、中海油三大集团划域而治的格局,在这种垄断的市场结构中引入民营企业能否增进社会福利还存在颇多的争议。本文通过对中国石油行业产业组织的SCP模型分析,得出并论证了在民营企业进入石油行业情况下可以明显增进社会福利的结论,与此同时,这一结果还需要对整个石油行业的上下游环节进行一系列市场结构的改革才能实现。

Having gone through the 1998＇ s reform, Chinese petroleum industry has developed into the structure of the oligarch controlled by Petrol China, Sinopec and China National Offshore Oil Corporation. There are a great many controversies over whether it can improve the social welfare by introducing privatelyrun enterprises into the monopolistic market structure. This essay comes to the conclusion that it can improve the social welfare significantly to introduce privately-run enterprises by analyzing Chinese petroleum industry with the SCP model of the industrial organization. At the same time, the realization of this outcome still the upper and the lower links of the petroleum industry.
