浅谈基层环境执法中存在的问题及对策

Problems and Countermeasures in the Basic Enforcement of Environmental Law

自改革开放以来的二十多年间,我国在经济建设方面突飞猛进,工业化程度大大提高,已初步建成了小康社会。但是,这些成绩的取得很大程度上是以牺牲我们赖以生存的环境为代价的,造成了局部地区甚至全国范围内的环境恶化。随着经济的发展与生活水平的提高,人民群众对环境保护的要求也越来越高,这对我国的环境保护工作提出了新要求,也是非常实际,非常基本的要求。就是要在保证经济快速、平稳、健康发展的同时加大环境保护工作力度。针对当前环境保护执法工作中存在的主要问题,就其现状、原因、以及进一步完善环境行政执法体系,强化环境执法、提高依法行政水平等,分别进行了分析、论证,并提出相应的对策。

Since the reform and open, industry economy and people＇s life made great progress in our country which destructed the environment in some extent. At present, the demand to environmental protection has become more and more urgent, and the new request to environmental protection work has been brought forward. The situation and cause of the main problems in the environmental law enforcement were discussed and the corresponding countermeasures were put forward.
