摘要
从完善我国环境损害赔偿体系的角度出发,以我国环境损害赔偿现行制度存在的问题入手,提出环境损害补偿基金在保护受害人发挥着一定的作用,通过对国外相关制度和国内实践经验的分析,对该制度在适用范围和资金来源方面提出了建议。
In order to perfect environmental damage compensation system ,the paper analyzes the problem of environmental compensate system in china at present,and point the role of environmental damage Compensation fund to protect the right of the aggrieved party. According to foreign related system and internal practice, the proposal about scope of application and source of fund were put forward.
