The urgency and significance of market mechanism in environmental legislation was expounded based on shortcomings of the one-sided emphasis on administrative measures and administrative mandatory mechanisms in environmental protection and introduction of the internalization of environmental costs. For developing countries, economic development must take rational use and protection of environmental resources into account, which is the lesson from the developed countries. The use of market mechanism provides a green mode which not only can promote economic development hut also can protect the environment.
