理念推广、政策确立与政策执行——论台湾媒介素养教育发展的三阶段 被引量:1

摘要 台湾媒介素养教育的发展经历了理念推广、政策确立和政策执行3个阶段。在第一阶段,非营利组织、媒体和学界等三方力量结合自身资源特点,或合作或独立地推动媒介素养理念;在第二阶段,台湾《媒体素养教育政策白皮书》正式发布,标志着台湾媒素教育从学界理念落实为公共政策;在第三阶段,台湾行政教育部门开始以行政规制的方式推进媒素教育,并试图在行政部门与社会力量之间建立合作关系而非抗争关系。 Media literacy education in Taiwan can be divided into three stages. In the first stage, cooperation has been done joindy by related non - profit organizations, media companies and research circles to promote the concepts about media literacy education. In the second stage, a white - paper book of Media Literacy Education has been issued, which means related concepts had been put into public policies. In the third stage, related policies had been carried out by educational administrative departments, trying to establish a good cooperation between the educational management departments and social organizations.
