今年的两会与往年比,一个比较突出的变化就是国家最高权力机关的电子政务工作以很高的起点逐步浮出水面。人大电子政务工作深入地走进了代表和媒体的视线。电子政务也再一次成为学术界关注的焦点。江泽民同志在党的十六大报告中为中国电子政务的发展指明了方向。推行电子政务决不只是在现行政府行政管理中简单引进电子手段,而是通过先进生产力的运用,提高行政效率,克服现行行政管理的不足和弊端;是形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制的有效途径;是政府行政管理方式和管理体制的重要变革。

Compared with those of the past years,the two conferences（i.e.the National People＇s Congress and the Chinese Political Consultative Conference） this year has the obvious characteristics of the electronic government affairs in the supreme power organs arise.The electronic government affairs in National People＇s Congress has come into the vision of the representatives and the mass media and therefore the electronic government affairs again become the focal attention of the academic fields.In the report in the 16th National Congress of CPC（Communist Party of China） Jiang Zemin explained clearly the direction of the electronic government affairs development.Therefore,to carry out the electronic government affairs in not only to introduce electronic means in the present government administration,but to improve the administration efficiency and to discard the shortcomings by applying the advanced production forces.This is an effective way to form the administration system with normal behaviors,harmonious running,just and transparent and honest and highly-efficient manner.Also,this is a significant reform to the government administration methods and system.
