The management of environmental monitoring technology system have been explored and summarized for many years in Japanese city.It has formed mature operational pattern,and it is highly valuable to use for management practice of current technology system in our country.Presently,environmental protection department fall short of preparing the corresponding management,technology,talent and so on.So facing with the participation of social professional company,and some problems exposed in management and operation,using and comparing the operational idea of foreign marketlization will promote innovation of our management thinking.
