摘要
本文阐述了档案信息资源开发利用及其顶层设计的现实意义,并从规划设计、规则制订、标准化体系建设三个方面,探讨了国家层面的档案信息资源开发利用顶层设计的核心要素。
The article elaborates the practical significance of top design on the archival information resources development and utilization, and probes into the core essential factor of national top design on the archival information resource development and utilization from three aspects, the plan design, the rule making, the standardizaion system constructing.
