我国工业企业自主创新状况调查及政策建议

Investigation of China's Industrial Enterprises Independent Innovation and Policy Proposal

本文就我国工业企业自主创新状况对2655家大中型企业进行了调查。调查结果表明,工业企业研发投入强度不高,以模仿创新为主,原始创新不足,创新水平较低,注重创新的短期性等。建议消除工业企业技术创新的体制性障碍,建立公共创新服务平台,为企业自主创新提供支持,探索建立社会创新资源向工业企业有序流动的机制,为企业合作创新创造有利条件。

In this research, an investigation is made on China＇ s industrial enterprise＇ s independent innovation throughout 2655 large or medium enterprises. Results show that the percentage of R＆D investment is relatively low, imitation innovations are dominant in these enterprises; original innovations are absent and only shot-term profit are cared. Thus, some suggestions are proposed in this paper to eliminate the institutional obstacle to enterprises innovation, to setup public supportive platform for innovation, and to explore and form the mechanisms helping social resource to flow towards industrial enterprises＇ innovation activities.
