刑事简易程序在提高诉讼效率、节约司法资源方面发挥着重要作用。随着我国经济社会的不断发展,人口流动性增强,各种矛盾凸显,各地基层司法机关承受着越来越重的办案压力。现行刑事简易程序的设计已逐渐不能适应实践的需求,如何完善现行简易程序,整合普通程序简化审,加强被告人人权保障,实现公正与效率的平衡,是当前立法亟待解决的问题。

The criminal summary procedure is playing an important role in improving lawsuit efficiency and saving judicial resources.With the rapid development of our country,population flowability is increasing and various contradictions are prominent.The basic-level judicial authorities are bearing heavier pressure of handling a large amount of cases.The present design of the criminal summary procedure is unable to adapt the practical demand.There are many urgent problems unresolved,such as consummating the present criminal summary procedure,conforming the simplification of ordinary procedure and strengthening the defendants＇ human rights,simultaneously realizing the balance of fairness and efficiency.The authors,from the present situation of our country＇s criminal summary procedure,with the reference of other countries＇ superiority,proposed the legislative advice on constructing our country＇s multiplication criminal summary procedure.They hope to provide the thoughts to reform and consummate our country＇s criminal summary procedure.
