科学发展观的本质和核心是坚持以人为本,人的全面自由发展正是以人为本的内涵和要求,也是科学发展观的最终目标。我国正处于社会主义初级阶段,存在着一些影响人的全面自由发展的不利因素。新一届中央领导集体正是在这个矛盾凸显期提出了科学发展观,它是实现人的全面自由发展的现实有效途径,并为人的全面自由发展提供了方法论指导。

The essence and core of the outlook of scientific development is to persist in the principle of ＂people first＂, and people＇s free and all-round development reflects exactly the connotation and requirement of this principle and represents its ultimate goal. As our country is at the primary stage of socialism, some unfavorable factors remain that hinder the all-round devel- opment of people. At the stage of obvious contradiction, the New Generation of the Central Collective Leadership of CPC advocates the outlook of scientific development. Providing a methodology to guide the development of people, it is an effective practical approach to the free and all-round development of people.
