基于“企业家”政府的集群制度建设——以安徽池州九华山旅游业为例

政府的制度建设是推动产业集群发展的根本所在。企业家性质的政府要充分认识到自身行为的首要性,为责任主体界定清晰的产权,培育协会组织,启用适合的公共产品建设制度以节约投资和缓解资金不足,对集群骨干企业、核心活动、重要产品,政府应高度重视和特别支持。

Institutional Formulation of government is basic reason for promotion industrial cluster, the entrepreneur government must recognize his chief position, famulat scientific decision, definite clear property right, cultivate association of industrial cluster,using suitable Institution of public product to save investment and to relieve shortage of capital,government shoud attach importantce to backbone enterprise ,nucleus activity,key product of industrial cluster. And using Buddhism jiuhua mountain as a case study.
