新建高职院校的一般性发展策略可以概括为：确定先进的办学理念，制定具有科学性、前瞻性和可行性的发展战略规划；健全学校内部管理制度，建立系统、动态的教学制度，充分体现以人为本；打造先进教育理念，加强特色专业建设，坚持以市场为导向、以就业为目标的人才培养模式，从而形成独特、稳定的办学风格和模式；走内涵式发展道路，以提高教育教学质量为核心目标。

The general development strategies of newly built higher vocational schools can be summarized into： establishing advanced school-running view and making out scientific, prospective and feasible development strategic plan; optimizing inside management system in school, building systematic and dynamic teaching system to fully embody humanity-based; creating advanced educational view, strengthening the construction of characteristic specialty, persisting in market-oriented and employment-aiming talent cultivation model to form unique and stable school-running style and model; taking connotation-development way and take the enhancement of education and teaching quality as core objectives.
