超产权论在传统产权理论的基础上强调市场竞争的作用,在转轨经济时期,我国国有银行遵循"先竞争后产权"的改革逻辑,这是对超产权论的灵活运用,目前我国国有银行进入产权改革阶段,国有银行上市不是改革的最终目标,在金融开放的形势下,应该将重点放在完善银行治理结构,培育真正的金融企业家等方面,同时继续增强银行业的市场竞争环境,积极创造条件放宽对民营银行的限制。

Beyond property-right argument, which derived from traditional property-right argument, The article emphasizes the market competition. During the transitional period, the reforming of State-owned banks followed ＂first competition then property＂ route. Now the reforming of Stated-owned banks have gone into property-right reforming stage, the listing of banks is not the last goal of reforming. Under the condition of finance opening, we should try to consummate the governal structure, cultivate the real financial entrepreneur, build up the competition environment of bank, broaden the restriction on the non-governmental banks.
