核伦理研究的回顾与展望

Nuclear Ethics-Its Past and Porspective

传统核伦理学伴随着核武器产生而出现,重点是研究核威慑战略理论的伦理问题。随着民用核实践活动的蓬勃发展以及核安全事故的不断发生,现代核伦理的研究重点转向了核安全伦理问题。核伦理学研究虽然出现过两次"浪潮",但研究缺乏系统性和理论性,已远远落后于核实践的现实需要。随着人类核实践活动的蓬勃发展,核伦理问题倍受关注,亟待研究。未来核伦理研究将在核实践的正当性、安全性、公平性三个方面展开。

Coming out with the nuclear weapons, the traditional unclear ethics is focused on the nuclear hazards. With the rapid development of civil nuclear practice and the ever-unceasing nuclaer accidents, modern nuclear ethics has diverted its focus to nuclear security. Nuclear ethics research has two boos, however, lacking systematism and theoretics, they have laid behind the real nuclear practive. With the development of nuclear practice, people have paid more attenion to nuclear ethics. The nuclear chics research in the fature will focus on the legitimacy, security and ijustice of the nuclear practice.
