摘要
"小产权"房的出现带来许多的社会问题。建立在集体土地上的"小产权"房,以其低廉的价格带动在其各个地区的热销。"小产权"房热销直接侵害弱势群体农民的利益,同时也给购房者带来一定的风险。基于对农民权益保护的视角,在对"小产权"房的理论进行界定的基础上,提出需要从立法、监管、市场、宏观调控等方面进行制度安排。
The emergence of "small property" houses has brought about many social problems. Built on collective land, the "small property" houses have been sold very well in various areas for their low prices. The sales of "small property" houses not only damage the interests of the farmers, but also bring about some risk for the buyers. From the point of view of protecting the farmers" interests, this paper theoretically defines the "small property" houses, and proposes some suggestions on setting rules and regulations concerning legislation, regulatory, market, and macro-control and so on
