基于WebGIS的流域洪水风险图信息发布系统

WebGIS-based Watershed Flooding Risk Information Distribution System

针对我国在流域洪水风险评估与预测方面存在的问题,提出一种基于比较成熟的分布式流域水文模拟系统HEC软件组进行洪水风险图制作的方法,并利用HEC软件组和ArcGIS的接口实现了数据的统一管理。该系统利用Arc-GIS-Server构建基于B/S架构体系的洪水风险图信息发布系统,系统的数据库服务器通过文件共享的方式与HEC生成的洪水风险图信息库连接,实现洪水风险图信息的有效发布。在深入探讨该系统的体系架构、数据库设计、功能目标的基础上,以泾河流域基础地理信息数据为信息源给出了该系统的一个应用实例。

Aiming at the problems existed in national watershed flooding risk prediction and assessments, this study proposed an approach for mapping the watershed flooding risk by means of an advanced distributed hydrological simulation system HEC, and implemented the common management of the database through the interface between HEC software groups and ArcGIS. By using ArcGIS server, a WebGIS - based Watershed Flooding Risk Information Releasing System （WWFRIRS） was constructed base on the B/S Architecture techniques. Database was connected to watershed flooding risk map database generated by HEC through sharing the files made by HEC software groups for effective distribution of the watershed flooding risk information. On the basis of systematic discussions on the system architecture, the database design, the functional goals of WWFRIRS, taking the Jinghe watershed as an example, by means of the basic geographic data of Jinghe watershed, an actual application of the system was presented.
