北京市朝阳区基层医疗卫生承载力分析

Analysis of Medical Capacity of Basic Health Services in Chaoyang District of Beijing

朝阳区拥有相对充足的卫生资源,每千人口执业医师、注册护士、床位数均高于北京市平均水平,但存在如下问题:社区卫生服务机构人才匮乏、服务能力有待提高;公共卫生任务艰巨;医疗资源配置不合理。有以下建议:加强政府对卫生工作的领导;深化医疗卫生体制改革;调整卫生资源,合理规划社区卫生布局、整合区域社区卫生资源;加强卫生人才队伍建设、制定优惠政策吸引社区人才;健全监督考核机制;完善公共卫生体系和卫生管理信息系统。

Chaoyang district in Beijing is of relatively abundant health source, its numbers of medical practitioners, registered nurses, medical beds are all higher that the average level in Beijing. However there exist the following problems： shortage of talents in community health service institutions, low ability of service, enormity of task in public health, and unrea-sonable distribution of health service resources. Several suggestions are strengthening governmental leadship over the health work, deepening the reform of medical system; regulating health resources, reasonably planning on distribution of community health resource, and integrating regional community health resources; enhancing the building of health personnel, formulating preferential policies to attract community talent; perfecting the supervision and evaluation mechanism; and improving the public health system and health management information system.
