教育作为一种以培养人为目的的社会活动,是实现生产力再生产与提高的必要前提条件。随着人类社会的发展和文明程度的提高,社会对教育提出越来越高的要求。黑龙江省一直将教育作为政府支出的重点领域,但实践中仍然存在投入不足、结构不合理、监管不利等问题。通过对黑龙江省教育支出现状进行实证分析,对黑龙江省的教育支出改革提出明确政府教育投资方向,提高教育资源配置效率的几点建议。

Moreover, the education is one of human capital important foundations,the economical development also proposes the more and more high request to the education. For a long time, the education is always the important expending domain of our government finance expenditure in Heilongjiang province. We obtain there are problems in Heilongjiang Province providing to the education disbursement, those are the investment insufficiency, the structure not reasonably, the education funds usage inefficiency. Through the analysis of this article, we can make it clear about the government to educate the investment the direction and enhance the education resources disposition the efficiency.
