我国加入WTO以来,东北地区利用外资总额逐年增加,总体规模也呈增长趋势,但同国内发达地区和省份相比,不论是引资规模还是引资质量仍有较大差距,尤其在服务领域差距更为明显。服务业全面开放为东北老工业基地利用外资特别是服务业引资带来了新的契机。服务业全面开放是机遇也是挑战,全面开放在为东北老工业基地利用外资带来新契机的同时,也不可避免地带来诸多不利影响。

Since the WTO entry, the total amount of FDI in Northeast area is increasing year by year. However, by comparison with developed regions and provinces, there is still a great gap in scale and quality of attracting FDI, especially in service industry. The fully opened - up service industry will offer the opportunities for Northeast old industrial base to utilize FDI especially in service industry. Fully opened - up service industry is both opportunity and challenge. It brings a new opportunity and meanwhile, inevitably, brings many negative influences.
