近年来随着中国政府行政改革的逐步深化,学术界逐渐展开了对政府公共权力有效实现途径的综合研究,在政府公共权力的概念诠释、政府公共权力有效实现的可能性途径以及障碍性因素等方面取得了巨大的理论成就。然而,因受认识的、时代的以及社会历史条件的制约与限制,也不可避免地存在着某种程度上的研究局限或研究困境。

In recent years, with further advances of Chinese government administrative reform, academic community gradually makes a comprehensive study on the effective ways to implement the government＇s public power with great theoretical achievement in the aspects of defining public power, the feassible ways as well as obstacles in effectively implementing public power, etc.. However, due to the constraints and limitations in terms of understanding, the times and social and historical conditions, it is inevitable for there to be some limitations in study or research plight to some extent.
