浅论发展循环经济的意义和对策

Study on the significance and countermeasure of developing circulatory economy

环境资源日趋紧张,循环经济成为实现可持续发展的必然选择。从我国循环经济发展的现状分析入手,论述了发展循环经济在促进人与自然和谐发展、以及实现经济的可持续发展的意义,并从体制和政策、调整税制结构、完善排污收费制度、加强制度调控等方面提出了发展循环经济的对策。

With the shortage of environmental resources, circulatory economy becomes the certain choice to realize sustainable development. From the analysis of the present situation of circulatory economy development in China, the paper discusses the significance of developing circulatory economy in promoting the development between man and nature and in realizing economic sustainable development. It also advances the countermeasure of developing circulatory economy from the state system and policy, adjustment of taxation structure ,perfection of drainage charge system, and reinforcement of system control.
