人类对于风险沟通的研究始于20世纪80年代。在技术视角下,风险沟通通常被视为风险专家经由媒介向公众提供风险信息的活动,其本质是信息流动。风险社会理论视野中的风险沟通则强调所有利益相关者的平等、开放、公开的交流,其目的是维持社会群体之间社会关系的质量,增进相互信任。它代表了人类社会治理风险新模式,具有重要的政治意义。

Researches on the risk communication began in the 1980s. Under the view of technical angle, risk communication usually was regarded as the process through which the risk experts provided the risk informations to the public from the media. In the risk society theory, it emphasizes all benefit counterparts＇ equal, opening, public communication, and its goal is maintaining qualities of the social relations between the social groups and promoting trusts mutually. It represents a new pattern to govern risks in our society, so it has important political significance.
