本文提出经济全球化的本质特征是要素的国际流动,是高级易流动要素向低级不易流动要素集聚,中国30年开放战略的成功在于抓住了这一特征实现了要素集聚。随着国力的增强,中国的开放环境发生了变化,科学发展观要求提升开放水平,作为负责任大国要积极回应国际社会的关切,互利共赢要求开放战略作出调整。在开放新阶段止,要素集聚的核心在于以自主创新培育高级要素,以改革和市场经济体制建设优化要素配置,突破资源能源要素瓶颈,维护中国发展的优势与核心要素。

The essence of globalization is international mobility of production factors,high class free mobile factors flow into the econo- my where is abundant of low class immobile factors.Successfully getting hold of the opportunity of globalization is the main reason of great achievements of China's opening-up strategy in past thirty years.As growing up of comprehensive economic power,the international environment of China's opening-up has been changed.It is necessary to upgrade the opening-up level with scientific approach of development.As a large responsible country,China should actively response the international concern and readjust her opening-up strategy according to the principle of mutual benefit and win-win.In the new stage of opening-up development,the core issues are the cultivation of high class production factors with self innovation,optimization of factor allocation through the fur- ther reform and construction of market economic system,breakthrough of the bottleneck of natural resources and energy,and ma- intenance of China's development advantages and core factors.
