我国近年重大环境污染事故归因分析

Attributive Analysis to Serious Environmental Pollution of our Country in recent Years

本文通过应用数理统计方法分析——排列图法对近五年我国已发生的典型重大环境污染事故起因进行了研究,共选择了21个案例进行分析,研究表明:环境危险源转移交通事故和生产工艺故障引发的重大污染事故所占比例近80%,二者是诱发重大污染事故的二个主要因素,加强相关部门对此二类因素的联合监管和控制是目前污染事故应急管理的工作重点。

A statistics method - - Pareto Analysis was used in this paper to analyze what＇ s the main factors for the typical significant environmental pollution incidents occurred in recent five years in China. 21 cases were taken for example. The results show that the traffic incidents coupled with the transfer of environmental dangerous source and the malfunctions in the production processes were the two main factors for these incidents. Therefore, It＇s the key point for the relevant government agencies to enhance the co- supervisions and controlling for these two factors.
