摘要
氧化铝工程属于能源性开发、规模效益型建设项目,建设规模和建设投资大,同时兼有矿山、热电站等公辅生产系统。另外,由于冶炼工艺和矿种的多样化,可参照的类似工程较少,给工程造价的确定,特别是前期投资估算和概算,带来难度。近年来氧化铝市场回升,国内外对氧化铝厂的建设投资加大,根据这一市场经济的发展形势,如何利用科学管理方法和先进管理手段,合理和有效地控制造价,以提高投资效益,已成为有色行业工程造价管理工作的当前课题。本文提出了一系列管理手段来保证造价管理的科学性和真实性的方法,可供同行参考和探讨。
Alumina refinery project belongs to an energy development and scale merit construction project due to its large production scale and high capital investment as well as some affiliated mines, thermal power station and other public and auxiliary facilities. In addition, because of variety of metallurgic processes and ores and limited number of reference projects, it' s pretty difficult to determine the construction cost, especially investment budget and estimation in earlier stage. In recent years, since the price of alumina market is rising up, more and more investment puts into the construction of alumina refinery both at home and abroad. Based on this situation, how to utilize scientific and advance management means to control construction cost reasonably and effectively and to improve economic performance already became a topic to be discussed frequently in nonferrous industrial circles. The paper raises a series of management methods in order to assure management of the construction cost scientifically and truly, just for reference by colleagues of this industry.
