Viewing from side aspect of mechanism and basing on analysis for energy conservation and reduce of wastes discharge, the writer considers the key point of the problem is that we don＇ t have an effective mechanism. Many developed countries have made great achievements on this aspect because they know the importance and promotive function of energy conservation and reduce of wastes discharge. As a developing country, we shall learn more advanced experiences from them and apply their advantages and concepts in our environmental policy making, thus to establish a strong and effective mechanism for energy conservation and reduce of wastes discharge.
