Perfecting Deliberative Democracy and Promoting Socialist Democratic Politics

协商民主的基本含义是公民通过自由而平等的对话、讨论、审议等方式,使各方了解彼此的立场和观点,并在追求公共利益的前提下寻求并达成各方都可以接受的公共决策方案,它以公民参与决策作为民主的核心价值。文章首先探讨了协商民主的基本内涵,其次分析了作为民主政治的一种具体形式的协商民主在中国的现实可行性,最后从丰富和改善我国社会主义民主政治建设实践的角度出发,提出了在现实政治生活中推进协商民主发展的对策建议。

The basic meaning of deliberative democracy is that in pursuit of the public interest citizens seek and reach acceptable public pOliCy program through free and equal citizens of dialogue, discussion and consideration, which everyone can accept. It views citizen participation in decision- making as the core values of democracy. First, this paper discussd the basic connotation of deliberative democracy;Second, this thesis analysed the realiable feasibility of deliberative democracy nmning in China, which is considered as a form of democratic politics . Finally ,from the perspective of enriching and improving democracy construction practice in China this paper proposed suggestions of promoting the development of democracy consultations in the reality of political life.
