价格规制改革是我国自来水业规制改革的核心内容,目前仍存在着水价低、水资源费和污水处理费征收不到位、计费方式单一、定价程序欠规范等问题,需要从完善全成本覆盖价格体系和污水处理费的征收制度、改革自来水计费方式、规范自来水业定价程序等方面进行改革,以推动自来水业规制改革健康、有序进行。
