二级管理体制的建立是综合性大学医学教育管理体制改革的必然趋势。本文以延边大学为例，对实施医学教育二级管理体制的必然性、类型、原则和需要解决的问题进行了探讨。

It was necessary to establish the two-level management mechanism of medical education in comprehensive universities. In the article,we took Yanbian University was an example, and explored the inevitability, the types, the fundamental and the noticed problem of the two-level management mechanism.
